Captain (USN, RET) Ray Toll has worked in the fields of Meteorology and Oceanography for his entire career. He enlisted in 1971 and retired from command in 2004. He chaired OCEANS 2012 and 2022 in Hampton Roads, helping to usher in a concerted whole of government regional effort to address coastal resiliency that continues today. He was President of the Marine Technology Society from 2014-2016, served on the MTS board from 2013-2018, and the Virginia Aquarium and Marine Science board of trustees from 2013-2021. He is the former Director of Coastal Resilience Research at Old Dominion University. He holds a Masters of Science in Meteorology and Oceanography.
He currently serves on the Oxbow Lake Association Board. He and his wife Kathy have vacationed on their Presque Isle property since 1976.
